Interview with Mr. ALWIN ALBURO on News Embargo

Mr. Alwin Joseph Alburo is a Senior News Editor GMA Channel 7. He is also a professor of Broadcasting and Journalism majors in Colegio de San Juan de Letran-Manila. He is the Chairman of National Union of Journalists of the Philippines GMA Chapter.

I was kidnapped with the ASG before and even if it was just three days, still, we were held hostage at gunpoint and naturally without our consent and we were only freed after a lot of people negotiated for our freedom and ultimately after some ransom was given in exchange for our lives.

Looking back, I was only concerned of two things: that information should be let out as soon as possible that we were kidnapped (but should be handled sensitively at that) and that I would be able to get back to the world at least alive (along with my fellow abductees).

I wanted the information about our abduction out as soon as possible and as much as possible because we needed to let the world know what happened so that the proper courses of action will be taken immediately and properly.

I cannot speak for the whole National Union of Journalists of the Philippines NUJP which has advocated the media embargo as its belief is that “safety first” should be followed.

While I believe that no story is worth dying for, I also believe that my first responsibility as a journalist is to get the information out to my public no matter the cost.

I cannot even speak for the NUJP GMA 7 Chapter of which I am the Chairman as we have not taken a stand on this.

I can only speak for myself as a journalist. So, personally, I am not in favor of following the embargo because as I said my first responsibility as a journalist is to get the information out to my public no matter the cost.

What happened was that media became sensitive when something happened to one of our own but then we don’t even give this same treatment to normal, ordinary people (cases of exception include children and women as ruled by the law which we follow). So in effect, what happened was that media exercised a double standard here, violated the public’s right to information and worse, allowed a media giant with a bad reputation (ABS-CBN) to now be in the debt of its media rivals.

Would having reported the story as soon as it was confirmed endangered the lives of the kidnapped journalists? Who really would know? But it is precisely the lack of information that allows bullies and terrorists like the ASG to continue their tactics that’s why they need to be reported immediately.

Truly, it is painful to know that any moment, the one that you loved most will die in the hands of strangers or other people, one wrong move or step can lead the one that you loved to eternal rest.

            Kidnappings were usually famous among Chinese and rich people, it is a very sensitive issue because the word “life” is at stake and usually the family of the victim have hard time choosing whom they can trust. Some chose to hide such incident from the police and do their best to save the one that they loved and sometimes, the family of the victims leave the rest to the actions of the police.  

            The media usually enters the moment they knew about the incident, it is their job to report and give factual news to the people, but when in comes to publicizing such incident. Sometimes, their job is barred due to the request of the family of the victim like in the case of Ces Drillon and in the case of other known people for the reason of safety of the victim. Such thing is called embargo, and for me personally, I believe that such kidnappings should be veil from the public upon the request of the family of the victim for their own good and safety. Yes, it is true that people not involved in the incident must know what’s happening in our country for them to be aware but kidnapping is a very sensitive issue, the people not involved cannot help at all if they will know the incident, they will just bring pressure to the family of the victim and they could also make things complicated through the power of gossips and other “chismiss”.  Whether the victim is famous or not, there should be an excuse if the family does not want to publicize the whole story of the kidnapping.  It is enough that the people know few details regarding the incident for them to be aware. There’s much important news that the people should be aware of so they should respect the decision of the family of the victims if they decided to keep the incident on themselves.

News Embargo is a request by a source that the information be hidden until a certain date or conditions have been met. This is also often use for product announcement for businesses and specially in reporting if something or someone’s news is really important.

However, embargo is considered as to reduce the news’ accuracy because more often it breaks a story without having enough proofs or accuracy.

Now having a thought of this kind of hiding stories, should the media continue to put news embargoed? For example in the case of the Ces Drilon abduction story, here ABS-CBN asked almost all the well known media groups to hide the story for at least 6 in the morning of Tuesday, days after the reporter and her crews have been captured, but the Inquirer decided to hold the story for only a day.

However, there are some journalists who can’t help themselves not to give their opinion about the said “News Embargo” of the reporter’s story. Two of them, who have different opinions, were Vergel Santos and Luis V. Teodoro, who was also the writer of the book on the Abu Sayaf kidnapping entitled “Into the Mountain”.

Santos said that ABS-CBN should not have hidden the story so that the people in that place could have been warned about what is happening in their community. He said that other media should have not focused on the embargo request, instead balanced the news with certain responsibility.

While Santos disagreed on the decision made by ABS-CBN, Teodoro on the other hand understood the decision of the television company in safeguarding their own reporters. Furthermore, NUJP concluded on the opinion that Teodoro had, still they emphasized that the embargo should only take a few hours after everything detail is clear, so that people in that certain place should have been alerted.

Did you know that the Philippine Daily Inquirer has 659 articles published with regard to the subject of kidnapping for the period from June 1, 2007 up to June 30 (post-dated), 2008?

Of the 659 articles, there were 44 cases of kidnappings and abductions reported, notably that of Fr. Giancarlo Bossi.  The figure does not include the ‘kidnapping’ of Jun Lozada, the kidnapping charge of Mark Jimenez’s estranged wife against him, and also the kidnapping charge of Plinky Recto against her husband who took their children out of the country. 

The kidnapping reports did not carry with it any notes of the news being embargoed.  Following are the reports, with the dates of abduction, the victims and their captors.
